In Spencer, in particular, the owner of a 62-acre land in Borkum Road has been called to appear in court for violation of a town-issued order to stop ATV racing activities on his properly. Residents and neighbors of the town are concerned with the amount of racing that's been done within the land and the noise level of the ATVs whenever they are on their racing expedition. Come November 1 st , owner Jonathan Gabriel, will have to appear in Worchester Housing Court to explain why these activities continue to be carried out.

On Saturday, October 21 st , the use of ATV on the property was apparent and neighbors said that it was pure chaos. A resident claimed that the Rocky Mountain Racing Team was there and with the team there, what else could be happening within the property except ATV racing? Concerned and agitated neighbors called the Spencer police countless times asking the police to check out the property because they are sure that Jonathan Gabriel was in violation. The chaos was, as further discovered, a result of a birthday party being held for one of Mr. Gabriel's young relatives. As with all teen parties, things can get pretty out of hand. But the question remains…were they in violation of the order?

As a result of the Saturday Chaos, neighbors said that there was insane speeding along rural roads and they are sure that Mr. Gabriel is in violation of the cease-and-desist order issued.

However, when the police went to the property, they found no ATVs and no traffic problems. For two hours, the police cruised along the neighborhood only to come up with one offender who is a resident of the Spencer resident. In that incident, the driver was not, in actual fact, riding an ATV but was on a common motor vehicle. And the driver sped so fast that a pedestrian who was dog-walking had to dive for cover!

Because of all the frenzy, Town Administrator, Carter Terenzini paid Mr. Gabriel a visit on his property. According to Terenzini, ATVs could be heard and he was sure that Mr. Gabriel has not stopped the activities in there. he and his team are going to have to follow the whole process, which is tiring, frustrating and slow, in order to ensure that no more ATV activities are being held in that property.
